ABOUT THE EVENT

This course is based on the current 4350.3 Rev 1 Change 4.   Chapters 3, 5, and 7 will be effected by changes from the Housing Opportunity Through Modernization Act (HOTMA).  Where appropriate, the instructor will highlight those changes and the current status of Policy Guidance from HUD.

For newly hired managers or those with no HUD Multifamily experience as well as those needing a refresher.  This course highlights 5 key requirements of the 4350.3 Rev 1 Chg. 4 that are vital to the day-to-day work of the property manager. Chapter 3 -  Eligibility for Assistance and Occupancy, Chapter 4 – Waiting List and Tenant Selection, Chapter 5 – Determining Income and Calculating rent, Chapter 7 – Recertification, Unit Transfers, and Gross Rent Changes, and Chapter 8 – Termination.   The course will include highlights of HOTMA changes that will affect Chapters 3, 5 and 7 for certifications.

Mini-quizzes and case studies are included to reinforce the learning.  Students will need a calculator.

Learning Objectives

After completing this course, participants will be able to:

  • List the project- and program-specific rules that apply to HUD properties based on their financing, project type, and subsidy program.
  • Competently qualify applicants so that “the right benefits go to the right persons”
  • Establish, maintain, update, close and open a waiting list so that units can be filled without undue delay and loss of income
  • Review and/or write a tenant selection plan to meet 4350.3 and other HUD requirements  
  • Select tenants from the applications and waiting list in compliance with fair housing laws and HUD regulations
  • Identify, verify, and calculate annual income, allowances, and adjusted income to ensure tenants are paying the correct rents
  • Calculate and be able to explain to tenants how their rent and assistance payments are calculated
  • Conduct annual and interim recertifications and changes in rent and assistance in a timely manner
  • Follow the required procedures for changes in rent and assistance when tenant, owner or a 3rd party cause delays
  • Perform Unit Transfers and Gross Rent Changes correctly
  • Know when and how to terminate assistance and/or tenancy in compliance with the lease and project type.

Who Should Take This Class

Managers and Compliance professionals for the following types of properties:

  • Project Based Section 8, Section 236, Section 221(d)3 BMIR, Section 202/8, Section 202PAC, Section 202PRAC, Section 811PRAC, RD 515/8, and Public Housing Projects converted to PBRA through RAD.

This Class Is Not Applicable To The Following Programs And Properties

  • Public Housing Projects.
  • Housing Choice Voucher Programs.
  • Public Housing Projects converted to PBV through RAD, HOME.
  • Tax Credits or RD projects with RD Rental Assistance.
